1. How do I rent the Arena?: The arena can be rented out for both ice and off-ice activities. Ice is rented out on an hourly basis from mid-September to mid-March. Groups returning from the previous year have priority on the previous year’s ice slot. Groups wishing to rent the arena for off-ice events may do so from mid-March to the last weekend in August. Groups returning from the previous year have priority on the previous year’s show date. Contact the arena manager at 603-228-2784 for details and fee schedule.

Assessing

1. Who determines when a reassessment is done?: The City's appointed Board of Assessors directs the City Assessing Office to annually review all property types within the City and make necessary adjustments to property values. Additionally, the Concord City Council authorizes the appraisal per the provisions of RSA 75:8-b.

2. What sales will be used in determining market value?: Sales that occurred between April 1, 2020 and June 30, 2021 will be used to determine market value as of April 1, 2021.

3. Will types of property be valued differently?: All properties will be valued at their full market value. Analysis of market sales will aid in determining to what extent differences in properties affect their value. Building styles, size, condition, and location may affect property values differently. Similarly, commercial property values will be affected by property type, rents, expenses, and investment risk.

4. Will all the homes in the City be inspected?: No. The Assessing Office will attempt to inspect properties that have sold between April 1, 2020 and June 30, 2021 and those properties that have been altered as part of the update.

5. Since not all homes in the City will be inspected, should I do anything to ensure that the information the City has on record is accurate?: Yes. You should review the information the City has regarding your property making sure it is accurate. If you find discrepancies, you should ask for an inspection of your property. You may view the City’s data online at concordnh.gov/assessing or requesting a copy of your property record card by emailing assessing@concordnh.gov .

6. Will assessed values change as the market values of residential homes change?: Every year the City will be reviewing and analyzing sales of properties. If the market value increases or decreases, the City will consider these changes and make appropriate adjustments to the assessments reflecting the market value of the property as of April 1st of each year.

7. Will my new assessment be exactly the same as my recent purchase price?: Probably not. All property sales between April 1, 2020 and June 30, 2021 will be used to determine new assessments. Your purchase price is one sale out of hundreds that will be used in the analysis. Your assessment will reflect the most probable sale price you would expect to receive. Where comparable sales are rare or non-existent in your neighborhood, sales from similar areas or property types in the City will be used to determine value.

8. What if I disagree with the new assessment?: After the bills are mailed in late November, you have until March 1, 2023 to file an abatement with the City. If you still disagree with your assessment, you may appeal to the Board of Tax and Land Appeals or Superior Court by September 1, 2023.

9. When will new values from the reassessment impact tax bills?: It is important to note that your July 2022 and October 2022 tax bills are estimates based upon your property’s 2021 assessed value and the 2021 tax rate. Your final 2022 tax bill will be determined in November using the new assessed value and the new property tax rate. The final quarterly tax bills due in January and March 2023 will reflect the total amount of your tax bill less the July and October estimated bills. The January and March 2023 tax bills will reflect the full amount of any increase or decrease in taxes for the tax year. The tax year runs from April 1st through March 31st.

10. What is the expected impact to the overall tax rate?: The update is expected to effect an offsetting decrease in the overall tax rate. However, that does not mean that property owners will see a reduction in their taxes. The property tax paid by property owners will differ based upon the degree to which their property value has changed when compared to the average change in all property values. Also, funding needed by the school district has not yet been finalized.

11. Will the City receive additional taxes from the reassessment?: No. The City, School, or County will not receive any additional tax revenue from the reassessment. By bringing property assessments to market value, an update of assessments results in an equitable redistribution of each property owner’s portion of the tax.

12. How does the update coincide with the budget process?: The reassessment of all properties is not affected by the budget process. Once the dollars for the municipality, schools, and county budgets have been approved by their respective governing bodies, the tax rate is determined by dividing the final budget dollars, less other revenues, by the community’s total assessed valuation.

13. How likely is it that my taxes will increase or decrease?: Increased City, School, and County budgets and reductions in State revenues mean property taxes are most likely to increase. However, the change in assessments will cause different levels of increases or even a possible decrease in individual property tax bills.

14. Are commercial, industrial, apartments and other types of property being reassessed?: Yes. All types of properties in the City will be reviewed to determine the appropriate market value.

15. Who are the various parties that are conducting and overseeing the reassessment

The Director of Real Estate Assessments oversees the entire process. Staff members of the Assessing office will review, analyze, and adjust current data to arrive at market value assessments for all properties. The Board of Assessors is apprised of the status of the reassessment process.

The Concord Board of Assessors is an independent board of three professionals who are appointed to ensure that the assessment process complies with all state laws. Upon the completion of the update, the Board of Assessors signs the forms for the final values and tax rate setting.

2. Where do I process the State portion?: Residents may complete most registrations at either City Hall, the Department of Safety, Division of Motor Vehicle Hazen Drive, Concord; at any substation or Municipal Agent office. Hazen Drive is off Loudon Road. A $3.00 charge, per vehicle, is incurred for the transactions completed by a Municipal Agent. This fee does not have to be paid if you go to a State of NH DMV office or substation. You will not be able to process the State portion of the registration until you have paid the City portion of the registration at the Treasury/Collection Office.

3. How can I renew my vehicle?: Registrations can be processed by mail, online, in person at the Treasury/Collection Office at 41 Green Street, Concord, or by utilizing the front door drop box or the lobby drop box. Both are locked. To save time standing in long lines, we recommend processing your registration through the mail or online.

4. What do I need to bring to the City to register a vehicle I just purchased?: For vehicles with a model year of 2000 or newer you will need ONE of the following: A.An original Certificate of Origin signed over on the back to the new owner, B.An original Certificate of Title signed over on the back to the new owner. C.A white or light blue copy of the Certificate of Title Application (CTA), Town Clerk’s copy, provided by the dealer. For vehicles with a model year of 1999 or older you will need a bill of sale from the seller to the buyer, signed by the seller, AND one of the following documents: A.A prior owner’s previously issued NH registration (out-of-state registration is not acceptable). B.A valid title from any state. C.A State of NH verification of VIN form (Form 19A) completed by the appropriate agency - NH law enforcement officer, NH State Inspection station, or NH dealer. This form verifies the vehicle identification for the vehicle and is available at City Hall.

5. How do I renew my registration?: The preferred method is by mail or online. All Concord and Penacook residents should receive a pre-registration notice. When paying by mail just mail in the remittance notice with the amount due. A registration will be mailed to you within 5 days of our receipt. When renewing in person you will need to bring your driver's license. You will also need to bring either your prior registration, or pre-registration notice.

6. How do I renew my registration if moving from another city/town in New Hampshire?: If you are moving in from another NH city or town, please bring in the registration that is expiring. You must have a Photo ID: A valid Driver's License, passport, or Military ID You will also need one of the following: Signed lease agreement, utility bill, bank account, payroll check, or signed letter from the owner of the property.

7. How do I register my vehicle if moving from another State?: If you are moving in from another state, please provide us with your original title (for vehicles who’s model years are 2000 or newer), your current out of state registration, and the current mileage on the vehicle. If your title is held by a lien holder you will need your current out of state registration, name and address of lien holder, and the current mileage on the vehicle. For vehicles with a model year of 1999 or older you will need the out of state registration, and ONE of the following documents: A.A valid title from any state. B.A State of NH verification of VIN form (Form 19A) completed by the appropriate agency - NH law enforcement officer, NH State Inspection station, or NH dealer. This form verifies the vehicle identification for the vehicle and is available at City Hall. You must have a Photo ID: A valid Driver's License, passport, or Military ID You will also need two of the following: Signed lease agreement, utility bill, bank account, payroll check, or signed letter from the owner of the property.

8. How do I register my vehicle if my business is new to the City of Concord?: If you are a new business moving into the City of Concord, the business must be registered with the Secretary of State's Office prior to registering a vehicle in the State of NH. You must have a valid Driver's License You will also need two of the following: Signed lease agreement, letterhead with company name and address, signed letter from the owner of the property, or business card with company name and address.

9. When do I renew my registration?: Registrations are renewed usually during one’s birth month. The month prior to the expiration date of the registration the city mails a pre-registration notice with the amount due. You may renew vehicles up to four (4) months early. For companies, the registration date is based upon the company name. For example, companies who’s name begins with "A" or "B" expire in the month of January.

10. What do I need to bring to the State?: If you choose to go to the State DMV you will need the following: For renewals: the owner and state registration copies, which are given to you by the Treasury/Collection Office when you pay for your renewal. For other situations: the Treasury/Collection Office will put together everything you will need.

11. Are the same fees collected throughout the State?: Yes, the permit fees are the same, but there may be other fees that differ. Treasury/Collection office employees cannot quote for other towns, because we are unaware if the transportation and/or reclamation fee is assessed. See "Is the permit fee the only fee?"

12. What is the difference between a new, renewal, or transfer registration?

A new registration is registering the vehicle for the first time under your name in the State of New Hampshire. If the vehicle was registered in NH, then registered in another state; and then you return to NH – then a new registration is processed.

A renewal registration is when a NH registration has been issued to you and is about to expire, as it is your birth month. You need to renew it for the upcoming year. New Hampshire registrations are renewed for 12 months.

A transfer registration is when you have taken a vehicle, in your name, (vehicle A) off the road, and you are registering a new vehicle, in your name, (vehicle B). A transfer allows you to apply the unused portion of the permit fees from Vehicle A to Vehicle B’s registration fee due. In doing a transfer, the first owner listed on the registration (vehicle A) must be the same as the owner of the new vehicle. See "Can I transfer my spouse’s car to my name?"

If you are transferring NH plates from a vehicle registered in your name but being taken off the road, you need to bring in the registration to the vehicle you are transferring the plates from. If you no longer have the registration to the vehicle you are transferring the plates from, there will be a $18.00 charge for a certified copy of the registration.

13. What is the State fee?: State motor vehicle registration fees are calculated per Revised Statute Annotated RSA 261:141. For more information on these fees, please contact the State of NH Department of Motor Vehicles at 603-227-4030.

14. What is the City fee?: The city permit fee is based on RSA 261:153. The fee is based upon: 1. The vehicle’s model year, the original factory list price of the vehicle, and the expiration date. For a new registration, the model year determines what millage (tax) rate (18, 15, 12, 9, 6, or 3 dollars per $1,000 of value of the original list price) is used to compute the City permit fee. For example, a 2022 model year is charged $18 per thousand; a 2021 model year is charged $15 per thousand, etc. 2. The number of months for which a new vehicle will be registered is determined by either the vehicle owner’s month of birth or an assigned month if the owner is a business or lease company. 3. Generally, a new vehicle cannot be registered for less than five months or more than sixteen months.

15. Is the permit fee the only fee?

No. In addition to the Permit Fee, there are several fees authorized by State Statute with the approval of the City Council. Those fees are:

Town Clerk (TC): Each registrant is charged two dollars for every vehicle registration RSA 261:152. This fee covers administrative costs of preparing an auto registration permit.

Title Application (TA): This fee covers the general administrative cost of "preparation, examination, record-keeping and filing" of a title application. The fee is $2.00 and is charged upon the initial registration of a vehicle requiring a title. This fee is authorized by State law RSA 261:261-4. Application for Certificate.

Municipal Agent (MA): This fee covers the administrative costs of completing a registration for the State Motor Vehicles. A "Municipal Agent" is a municipality that has been authorized by the Department of Safety to perform certain functions on its behalf. The fee is $3.00 and is charged on all registrations which are completed at City Hall and stamped with the Department of Safety seal, thus eliminating an additional stop at the State DMV office. The authority to charge this fee is stated in RSA 261:74-d. Additional Fees Charged by Agents.

Waste Reclamation (WR): This fee enables a resident to bring his/her motor vehicle wastes (namely, used tires, used batteries and used motor oil) to the recycling center at no charge. The money collected from this fee is placed in a reclamation trust fund specifically for the purpose of paying collection and disposal fees for the City's motor vehicle waste. The fee is charged for every registration and is based upon the type of vehicle: $3.00 for most vehicles, $2.00 for trailers, and $5.00 for heavy vehicles over 18,000 pounds. Established in Concord on February 11, 1991, per State law RSA 261:153V. Fees for Registration Permits.

Municipal transportation Improvement (MTI): A $5.00 fee per vehicle is charged and the money is set-aside in a municipal transportation improvement fund, which is used exclusively for improvement to the local and regional transportation system. This system includes "roads, bridges, bicycle and pedestrian facilities, parking and intermodal facilities and public transportation, and for operating and capital cost of public transportation." This fee was adopted on July 13, 1998 in accordance with RSA 261:153VI. Fees for Registration Permits.

16. My company changed its name. Do I need to re-register?: A new company name is treated as a new owner. You may not apply registration fees from the previous registration to the registration under the new name.

17. When will my registration expire?: Expiration dates are the last day of the owner’s birth month (unlike one’s license which expires on one’s birthday). A new registration cannot be less than 5 months nor greater than 16 months. RSA 261:141IV. For companies, the registration date is based upon the company name. For example, companies who’s name begins with "A" or "B" expire in the month of January.

18. Can I transfer my spouse's car to my name?: The plate belongs to the owner. The first name on a registration "owns" the plate. If your spouse’s car did not have your name on the old registration and the new car purchased has both names, provided you list your spouse’s name first on the registration, then you can transfer. If the new vehicle is in your name only, you can not transfer.

19. If I lease a vehicle, what is different with the registration process?: Please call 225-8540 or email Collection Office with specific questions.

20. I am buying a car out of state. How do I register a car I do not have possession of yet?: The State of New Hampshire may issue 20 Day temporary plates with a signed bill of sale. RSA 261:57 The cost is $10. This fee cannot be applied to your permanent registration. Temporary registrations can only be obtained through the State of New Hampshire DMV office. For questions you can call the State DMV at 603-227-4030.

21. I am moving out of Concord to another NH city or town. Is my registration valid?: Yes, please contact the State of New Hampshire within 10 days of moving with your new address.

22. How do I change my mailing address?: Please contact the State of New Hampshire at 603-227-4030, or by filling out the online form located at State of NH - DMV. Mail the completed form to State of NH DMV, 23 Hazen Drive, Concord, NH 03305. All address changes with the State of NH must be in writing.

23. Can I receive a refund?: RSA 261:151 states No portion of any permit fee once paid shall be repaid to any person… unless the state refuses to register the vehicle. However, if the registration with the decals still attached is returned to the State of NH DMV and the State of NH makes an exception and issues a refund for the State portion of the registration, the City can then issue a refund for the City portion of the registration. You will need to bring a copy of the check issued by the State of NH to our office as proof that a refund was issued.

24. I never went to the State to complete my registration AND/OR a vehicle was never put on the road. Can I receive a refund?: Yes, provided the original registration is given to the City within 90 days of the transaction date.

25. What forms of payment do you accept?: Cash and checks are accepted in the office. Discover, Mastercard, Visa, and American Express are also accepted in the office. There is a 2.95% convenience fee with a minimum charge of $2.50 on each Credit Card transaction.

26. Can I use a bill pay check to pay for my registration?: Do not use bill pay to pay for your motor vehicle renewals. Motor Vehicle renewals can only be processed using the notices provided. These must be mailed in along with a check.

27. Do I need to sign my registration?: The owner of a registered vehicle must sign the bottom of the registration. State of New Hampshire RSA 641:3

1. Why don't we mail four bills?: The simple answer is, to save postage and administrative costs, the City mails bills only twice a year.

2. Why are payments mailed to a Manchester Post Office Box?: In the 1980's the City began using lockbox. Lockbox is a processing system where a financial institution's (a bank's) employee picks up the City of Concord's mail from the Manchester post office. The Manchester post office is utilized because it is a central hub for the United States post office. An outside vendor prepares the deposit, and forwards an electronic file to the City. Payments are then uploaded to the customer's accounts. With the volume of payments received at payment due dates lockbox is the fastest method to process payments.

2. How do I get a copy of a fire or ambulance report?

Please call 603-225-8651 or send an e-mail request to fire@concordnh.gov for a copy of a report. Please have the incident date and location information available. A signed authorization will need to be provided by the patient to obtain any confidential reports.

3. How do I request information on environmental impact history on a property in Concord?: All requests must be requested on the CFD Request for Research form. It explains the process and fees. Research will be done in our electronic files and our archived paper files. Once you have filled out the form, return it to Concord Fire by e-mail at fire@concordnh.gov. An answer on your request will be returned within 2-4 business days.

4. What is a False Alarm Charge?: Structures within Concord and Penacook that are protected by a fire alarm and/or sprinkler system are allowed 2 false alarms during a 12-month period at no charge. A false alarm is defined as an alarm activation or sprinkler activation due to a malfunction. After two false alarms, a charge of $200.00 per occurrence is assessed. After the fifth false alarm, a charge of $395.00 per occurrence is assessed.

5. Is there a charge to reset the fire alarm system when there is a malfunction?: Yes. Owners of buildings protected by fire alarm systems need to provide the Fire Department with a contact person who will respond to reset the fire alarm system. A 30-minute response is required after notification. Failure to respond or be contacted, results in an automatic charge of $270.00 per occurrence.

6. How do I schedule a station tour?: Station tours are scheduled by calling the Battalion Chief at 603-225-8514. You must be 18 years of age to schedule the tour and be accompanied by an adult during the tour. Please call at least two weeks in advance to schedule the tour. Tours are schedule as time permits.

How do I report a traffic light or pedestrian walk light out?: The Fire Alarm Division of the Concord Fire Department maintains the traffic lights and pedestrian walk lights owned by the City of Concord. 3. How do I schedule a Life Safety Inspection?: Life Safety Inspections are scheduled once a permit is pulled. You can apply for a permit at Fire Headquarters located at 24 Horseshoe Pond Lane at the corner of North State Street. The application and fee schedule are available on our Permits page. 1. Can I update or make any changes to my employee benefits?: Yes, unless you, or your dependent, have had a qualifying life status change (marriage, divorce, birth, death). If you have not had a qualifying life status change, the only thing you can do is withdraw from your benefits, however, you will not be able to re-enroll until Open Enrollment for the next year. Additionally, if you withdraw from medical insurance, you need to provide proof of medical insurance coverage elsewhere. Alternatively, if you have had a qualifying life status change, you will need to come to the Human Resources office to complete all of the necessary paperwork and you will need to bring documentation with you at that time (ie: marriage certificate; birth certificate, divorce decree, etc). Please refer to the City of Concord's Beneflex Program booklet for specific details.

2. How do I notify you of my address or phone number changes for benefits or payroll purposes?: You can either send us an email or speak with your respective area’s timekeeper.

3. Which employees are eligible to participate in the city's benefits?: All regular full-time employees are eligible for benefits. Permanent part-time employees are eligible to participate, however, at their own expense.

4. What constitutes a full-time employee? Permanent part-time?: A full-time employee is someone who is regularly scheduled to work either 37.5 or 40 hours per week. A permanent part-time employee is someone who is regularly scheduled to work between 18.75 hours (which is at least 50% of a full-time employee) per week up to, but not including, a full-time schedule.

2. Is it possible to apply for a position not currently listed in order to keep my application on file for future use?: While it is not possible to apply for a position that is not currently listed, you are able to indicate an interest in a particular position or type of position by utilizing our new "Job Interest Card" within the online application system. Job interest Card

3. I have previously submitted an application for employment, can I just reuse that application?: When you utilize our online application system, you are required to set up an account and a profile. This profile stores all of your basic information like name, address, education and employment history. When a position of interest becomes available, you can log in to your profile and just indicate the position you are interested in. All of your information will already be entered and all you may have to do is answer some job specific questions to complete the application process.

4. When will I hear back on a job that I've submitted an application for?: Typically, once a job closes, the reviewing team will begin to review the applications that came in for that position. Ideally, it should take anywhere between 2 - 4 weeks. However, some positions generate more responses than others and due to that, may take a little bit longer to review. You will be notified either way whether or not you've been selected to come in and further discuss your qualifications.

5. Can a resume be submitted in place of an application?: Depends. The application instructions are clearly indicated within each job advertisement. However, most of our positions will require that a city application be completed online.

6. What if I have recently seen or heard of an opening, but cannot find it on your website?: This would indicate that the position's deadline has passed and it is closed for applications. Each advertisement will indicate a specific closing, or deadline, date with which must be strictly adhered to.

1. What is the City's Wellness Program: The City of Concord, in partnership with our health insurance carriers, is pleased to offer to their employees and retirees, unique opportunities to improve their overall health and assist in creating healthier lifestyles. Research has clearly shown that promoting health and fitness at the workplace and at home helps employees reduce the rate of premium increases and related health insurance costs, improve overall participant health, reduce stress levels, and become wiser health care consumers. 2. Who is eligible to participate in the City's Wellness Program: All full-time employees and their city-insured spouses are eligible to participate in the wellness program for incentives to offset the cost of their health insurance. Retirees are eligible for certain components of the wellness program but not able to earn incentives to offset cost of insurance. Permanent part-time and part-time employees are not eligible for incentives but are encouraged to participate to gain health and wellness knowledge.

1. What is Concord Human Services?: Concord Human Services is the local welfare office for the City of Concord. Every town and city in New Hampshire has someone appointed or elected to administer local welfare. The funding for local welfare is from the property taxes in that particular town or city. Local welfare offices do not receive funding from the state or federal government.

2. How do I apply for food stamps, Medicaid, TANF or child care assistance?: Programs such as food stamps, TANF, Medicaid, and Child Care are not administered by local welfare programs. If you want to apply for these programs or have questions about your status with any of these programs, you must contact the Department of Health and Human Services. Please see http://www.dhhs.state.nh.us for more information on these programs.

3. What does Concord Human Services provide?: We provide interim, emergency assistance with basic needs for those unable to provide for themselves. Basic needs include shelter, food, medications, rent, utilities, etc. Assistance is issued in the form of vouchers paid directly to a vendor. We do not provide cash assistance. We will also refer you to other programs that may help you to meet these needs.

4. How do I apply for assistance?: Eligibility cannot be determined over the telephone. Please come in person to our office to complete a one page form so that we can assess your situation, make any appropriate referrals and give you an application and any other necessary forms. You will be given an appointment to return with your completed application and verifications to review your eligibility with a caseworker. Please call our office @ 603-225-8575 with any questions or if special circumstances prevent you from coming in person during our normal business hours.

5. What information do I need?: We will give you a list of verifications that you need to bring with you at the time of your appointment. These include proof of income, assets and expenses, identification for all those applying, proof of application status with other agencies and other miscellaneous verifications, depending on your current situation.

6. How long is the application process?: The eligibility determination appointment is usually an hour to an hour and a half. You will receive a written notice of decision and if determined eligible, a voucher will be issued at the time of the appointment. If more information is needed in order to make a determination, you will be given a written notice which will list the information needed and an appointment to return within 7 days. If ineligible, you will be issued a written notice at the time of your appointment.

7. How do I apply for housing?: We do not find housing for applicants but we do have lists of landlords, rooming houses, housing agencies and shelters to help you with your search. We also have information on programs that will help you with a security deposit. If you are already in housing or have located housing, you may apply for rental assistance as outlined in the application process.

1. How do I put an item on hold?

When viewing the title you’d like to reserve in the online catalog, click on “Place Hold” (the button on the right side of the screen). You will be prompted to enter your library barcode and PIN number. At the pop-up screen, you will need to choose whether you want to pick the item up at the Main Library, the Heights Branch or the Penacook Branch Library (as of 9/8/20, only the Main Library is an option due to Covid-19). If you have an email address on file with us, you will receive an email once the item has been placed on the holdshelf. We will call you if we do not have your email. Items are held for 7 days, and are then re-shelved or moved on to the next patron. Please note that in order to place a hold, you must have a current library card and your fines cannot exceed $10.

2. How do I renew an item?

Any item that hasn't been requested by another patron can be renewed twice by logging into your account and going to the Checkouts tab. There is one room available for group study.

The Small Study Room: A group study room that can be signed out for 2 hours at a time, once per day. The small study room houses a typewriter and has one table which seats up to 6 people. Conversation is permitted in the small study room. Please inquire at the Service Desk if you would like to sign out the room.

There are various other seating areas throughout the library, and staff does attempt to keep the noise level to a minimum. Please speak with a staff member if you feel that someone is being too loud.

In general, books and audiobooks can be renewed but movies and music cannot. Renewals are at the discretion of the lending library, and there is a limit of one renewal per item. Since we must contact the lending library for renewals, please inform us at least one week before the item's due date if you need to renew it. 1. Can I apply for a library card online?

Yes, you can apply for a library card online! Please fill out the form here. You must be a Concord or Penacook resident to apply for a library card online; unfortunately we are unable to process non-resident cards online. After we receive your application, one of our librarians will send your card information by email. Your card will be valid for sixty days. During that time, please stop by the Main Library with your photo ID and proof of Concord residence to pick up your physical library card. Once you pick up your physical card we will extend your expiration date by 3 years, which is our standard term.

2. Do library cards expire?: Your card expires every three years (except for non-resident cards, which expire every year). If you wish to renew your card, you will need to present a photo ID such as a driver's license that shows your current address. If your ID does not show your current address, you will need to bring in an official document with your current address such as a lease, car registration, or utility bill in addition to a photo ID.

1. How do I suggest an item for purchase?

If you think CPL should purchase an item, you can submit a request through our website purchase request form. You can also sign into your library account and use the "Send a request" feature to submit a purchase request. However, you can sign into your library account and submit an interlibrary loan request to borrow the item from another library. 2. How can I obtain a pistol permit?: Concord residents can obtain a pistol permit by completing the State of NH Application for Resident Pistol/Revolver License form. These forms are available at the Concord Police Department and also online. The completed application needs to be submitted to the Concord Police Department Records Division. Applications are then reviewed, and either issued or denied within 14 days. License fees are $10. Parking meters in the City of Concord are enforced from Monday-Saturday, 9 a.m. to 7 p.m. This includes all on-street meters. Parking in the garages is free on Saturdays. Yes, you can now pay for on-street, as well as City parking lots and garage locations with the PayByPhone app. It’s the easiest way to pay, and requires just your mobile phone. Download it from the Apple App Store or get it on Google Play.

Appealing a Parking Ticket: Appeals are handled by the Concord District Court. You must contact the Parking Division to have a hearing scheduled. Phone: 603-225-8640. Appeals cannot be made on citations that have been paid.

5. Can I return to my meter and insert more money to stay longer?: You must leave a parking space (1 and 2 hr meters) when the time limit posted on the meter has been reached. It is illegal to deposit additional coins in the meter after the time limit has been reached. Street meters are intended for short-term parking. The purpose of the time limit is to ensure that parking spaces regularly become available for customers of area businesses and visitors to the area. You may return and deposit coins to increase your stay at the 4 and 10-hour meters.

6. What should I do if my meter/kiosk is broken or doesn't register payment?: Don't assume it is a free parking space or you may get a ticket. The best thing to do is move to another meter space or if using a pay by space or pay and display kiosk, utilize another kiosk in the same area. Report the problem to the Parking Division at 603-225-8640.

7. It's snowy - do I have to pay the meter?: If you can get to the meter, yes. This may mean going to the end of the block and walking back up the sidewalk.

8. Can I park overnight in the City of Concord?: You may park overnight unless a Parking Ban has been called. Pay special attention during the winter months as this is when the Parking Bans are frequently used. A vehicle is only permitted to be parked for a duration of 48 hrs on any public street before it must be moved.

9. What happens if I do not pay my parking citations?: After 10 days and again at 20 days, you will be charged a delinquent penalty. Should you accumulate five outstanding citations or an amount over one hundred dollars, your vehicle is subject to impoundment. You will have to pay by cash or cashiers check all outstanding fines, including a $100 impoundment fee, prior to your vehicle being released. If your vehicle is booted and you do not pay within 24hrs your vehicle will be towed. You will be responsible for all City charges and any towing company charges and storage fees.

10. What if I cannot afford to pay all my citations?: You should contact the Parking Control Division immediately. You may qualify for a payment plan. This is a six-month interest-free payment plan that, as long as you remain current, will keep your vehicle from being impounded. We can only help you BEFORE your vehicle is impounded. After the vehicle is impounded we must collect all outstanding fines and fees before it can be released.

11. Can I use a Disabled Permit at meters or in timed parking zones?: Currently the disabled permit/placard allows you to park without paying. Effective July 1, 2018, time limits will be enforced at all public Handicap Parking Spaces (on-street, as well as municipal parking garages and lots) per RSA 265:74 and City Code of Ordinances 18-1-16. You may never park in a designated disabled access aisle, even with a valid disabled plate or placard.

12. How do I sign up to receive notice of a parking ban?: Select Notify Me then subscribe to Winter Maintenance Parking Ban and/or Winter Storm Event Parking Ban under Alert Center.

14. What should I do if I think my car has been towed during a parking ban?: If you believe that your vehicle has been towed during a parking ban:
You may contact the Police Department Parking Division during normal office hours, Monday through Friday, 8:00 a.m. - 4:30 p.m. at 603-225-8640, or during times outside of the normal office hours at 603-225-8600 to make an inquiry.

You will need to come to the Concord Police Department at 35 Green Street with photo identification to obtain a vehicle release form. The release form will provide the towing operator the authorization necessary to release your vehicle. We utilize a rotational list of towing contractors, so information on where to pick up your vehicle will be included with the release forms. You will be required to pay the tow company directly at the time of retrieving your vehicle.

15. Can I pay for parking before 9 a.m.?: Yes. To pay prior to 9 a.m., you need to add the number of hours you are parking prior to 9 a.m. to the total time you enter into the PyaByPhone parking app. For example, if you park your car at 7 a.m., and wish to remain parked until 11 a.m., you need to enter 4 hours into the app (7 – 9 a.m. = 2 hours + 9 a.m. – 11 a.m. = 2 hours for a total of 4 hours). The app will only charge you for the time you’re parked after 9 a.m. You can also pay prior to 9 a.m. at the kiosks.

16. What should I do if I have problems with the PayByPhone app?: The PayByPhone website contains some useful information that may help: https://support.paybyphone.com/hc/en-us.

17. If I don’t have a ticket on my windshield, how will Parking Enforcement know I have paid with the PayByPhone app?: The PayByPhone app uses a zone number (which determines location) and your license plate to let Parking Enforcement know that you paid.

18. I forgot the zone number where I parked after walking away from my vehicle. Can I just use another one?: No. You must enter the zone number where your car is physically located so that Parking Enforcement knows you paid and can locate your vehicle in its corresponding zone.

19. I paid for parking through the PayByPhone app but still got a ticket. What should I do?: Contact the Parking Division at 603-225-8640.

20. Can I pay at a meter or kiosk then purchase additional time for the same parking spot with PayByPhone?: Yes you may; however, you may not use the app to purchase additional parking so that you will exceed maximum time limits in the meter zone. Exceeding maximum time limits constitutes meter feeding, which is a violation and subject to ticketing.

1. Does the Concord Police Department have a preference for certified or lateral police candidates?: No. We consider certified and non-certified candidates in the same selection process. While we value law enforcement experience, a candidate’s personal qualities are the most important. We hire both certified and non-certified candidates.

2. How old do I need to be to apply to be a police officer?: Full-time police officers in New Hampshire must be at least twenty-one years old. We require candidates to meet that requirement by the application deadline.

3. Do you award veteran points or have a veteran preference?: No. We do not use a point system and do not have a veteran preference. Four years of active duty military experience is one of the ways to satisfy our minimum requirements for the police officer position.

4. Is there a residency requirement for police officers?: There is no residency requirement at all for applicants. After hire, officers must live within 50 road miles of the city line and possess a NH driver's license. This is generally enforced upon graduation from the police academy.

5. Are you flexible on the police officer minimum qualifications?: No. Candidates that do not meet at least one of the three minimum qualification categories will not be invited to participate in the process.

6. The minimum qualifications for police officer state that “A bachelor’s degree is desirable”. How does that impact the selection process?: All candidates that pass the written exam are eligible to move forward to the oral board stage. Candidates with bachelor’s degrees are interviewed before candidates without bachelor’s degrees.

7. Are you flexible on the police officer tattoo policy?: No.

8. If I fail the written exam or physical test, will there be an opportunity for a retest?: No. Our selection process is based on a “single elimination” standard. A failure at any stage means that candidate will not be allowed to continue in the process. Candidates who fail to successfully complete any stage are welcome to reapply for the next process.

9. I passed a written test and physical test for another police department. Will you accept the results in your process?: No. We conduct each phase of the selection process ourselves and do not accept any results from processes conducted by other agencies.

10. What will I be tested on in the written exam for police officer?: We use a multiple choice exam that tests for writing ability and situational judgment.

11. What is the minimum score I need to achieve on the written exam for police officer?: You must score at least a 70% to move forward in the process, but oral board interviews are granted on the basis of test score, so the higher your score, the more likely you will be interviewed in the first round of oral boards.

12. I’ve already had a background check for employment or a secret military clearance, do you still have to do a background?: Yes. Our background investigations are focused on the question of whether a candidate is suitable to be employed by the Concord Police Department. Prior investigations conducted for other purposes cannot adequately answer that question.

13. How long does the entire hiring process take?: It varies. As a general rule, the process takes between two and six months, but it could go longer. The most significant factor is a candidate’s ranking on our eligibility list. The top-ranked candidates will move forward first and will complete the process first. Lower-ranked candidates will have to wait longer.

14. How do you rank candidates for your eligibility list?: Candidates are ranked on the basis of oral board scores.

1. Where Do I Dump Wastewater From My Camper/RV?: Wastewater from a camper and RV can be dumped at the Wastewater Treatment Plant on 125 Hall Street in Concord. They are open Monday through Friday, 7:30 AM to 3:00 PM. It is free disposal for RV dumping, but it is required to sign in at the main office and to obtain a pass.

2. How Do I Add A New Sewer Service?: The City of Concord can be hired for the new construction of sewer line from the sewer main up to the property line, or you can hire a contractor to put the whole service in. The City of Concord requires a full deposit of the estimate before work can begin. Additional costs will apply for inspection and sewer investment fees. Inspection fees can be obtained from the Engineering Services Division at 603-225-8520, while the sewer investment fees can be obtained by calling the Utility Billing Office at 603-225-8694.

3. What Do I Do If I Have A Sewer Back-Up?: Call Concord General Services at 603-228-2737 and ask for the Sewer Systems Supervisor to check past City records to determine if there is a history of problems with the sewer service in that location. If there is a past history of issues on City property, our crew will investigate. If the issue is on private property, a plumber must be called. An accessible clean-out is necessary for our equipment to get into the sewer line, otherwise a plumber will have to be called to open the line in the basement. Our sewer crew will not alter plumbing on private property.

1. Where can I get winter sand?: The city has three locations for residents to pick up sand for the winter. It is requested that residents only take two 5 gallon pails at a time. Sand may be picked up at the entrance to Abbott Road Material Storage Site (no specific hours), the Transfer Station at 77 Old Turnpike Road (Monday through Saturday, 8:00am to 4:00pm), and the Wastewater Treatment Plant at 125 Hall Street (Monday through Friday, 7:30am to 3:00pm). We will maintain sufficient stockpiles at these locations throughout the winter months.

2. During inclement weather, how can I find out when my road will be cleared?: The city has established plowing priorities regarding the order in which roads are cleared. 3. The snow plow has blocked my driveway. Can the plow come back to dig me out?: The purpose of plowing is to clear and treat the City streets. Unfortunately, plowing naturally pushes snow from the middle of the street to the side of the street and may pile up in front of driveways. This is not intentional, but is a result from plowing. Crews cannot plow out driveways, but a good tip to prevent the plow from blocking in your driveway is to place most of your snow on the right side of your driveway (when facing the street). This will allow less snow from your left to end up back in your driveway, and more snow on your right to be plowed away. We apologize for any inconvenience and appreciate your cooperation.

4. What do I do if I suspect I have a plugged sewer line?: Call the General Services Department and ask for the Sewer Systems Supervisor at 228-2737. He will first check our records to see if there is any history of problems with the sewer service. If the history shows past problems on the City side, we will come out and look into the matter. If the record shows that it is on private property, you would have to call a plumber. There also has to be an accessible cleanout to get our equipment into the line going out to the street, if not a plumber would have to open the service. The Sewer Crew will not alter plumbing on private property. If the problem is found to be on the owner’s side of the line they could be charged for overtime hours worked.

5. I have a permit for an event and road closures, where do I get barricades/cones?: Submit a request for barricades and cones using our online web portal at www.concordnh.gov/seeclickfix. Select the "Road Request" category and then "Request for Barricades" in the selection menu.

6. Will the City reimburse me for damages done to my car from running over a pothole?: The City does not reimburse for pothole damage unless the City was negligent in filling the pothole in a timely manner. Potholes are considered to be the normal consequence of the freeze/thaw cycles of New England weather. Once notified of a pothole, the Highway and Utilities Division is responsible for repairing it in a reasonable period of time (48 hours). 5. What is PAYT?: Pay-as-you-throw (PAYT) is a system where a user pays for the trash service they receive. With the Concord curbside collection PAYT program, the user fee is on a per bag basis. Think of trash like your electric or water service, you pay for what you use. Concord residents who have curbside trash collection must use purple "Concord PAYT" bags for their trash. Place you trash in the purple bag(s) and set them out for collection along with your recycling on collection day no later than 7:00 am. 7. Why Are My Recyclables Not Being Picked Up?: Make sure you are only recycling acceptable materials. Acceptable recycling items include paper, metal, glass, cardboard, and plastic. Unacceptable items for recycling include plastic bags, Styrofoam, mirrors, batteries, light bulbs, bubble wrap, food scraps, and other items as listed in our detailed list of acceptable trash and recycling materials. Recyclables should be placed loosely in your recycle bin and not be contained inside of a plastic bag. If you are not using a recycle bin provided by the City of Concord, be sure to have your recycle bin labeled as recycling to ensure collection.

8. Where Can I Get a Recycling Bin?: Free recycling bins are available for residents at Concord General Services at 311 North State Street. You can also use your own bin, barrel, or rigid container, but you must label it as recycling to ensure collection.

9. Do I Need to Sort My Recycling?: No. Since April 1, 2013, the city's curbside recycle program became a single stream system. This means residents no longer need to separate paper products from glass, tin, aluminum, and plastic. All recyclable materials can be mixed in the same container. No need to sort - single stream

3. Am I Billed For Sewer For Filling My Pool?: Yes. The City does not offer any type of credit on the sewer portion of the bill for any purpose. However, there are other options available. 4. When Are Bills Released?: Approximately half of the city is billed on the 15th of each month, while the other half is billed on the 30th of the month.

5. What Payment Options Are There?: You can bring in your bill to 311 North State Street, or mail it in to the City of Concord, PO Box 9622, Manchester, NH. To pay online or by phone 1-800-615-9507, a nominal fee will apply. The best option is to set up E-Z Pay and to have your checking or savings account linked to automatically pay your bill when it comes in. 7. What Are The Charges On My Bills Based On?: Water and sewer charges are based on 100 cubic feet of water consumed. There is a minimum charge of 300 cubic feet per month for both water and sewer. One hundred cubic feet of water equals approximately 748 gallons. Rates & Fees

8. Who Is Responsible For The Last Owner's Bill If It Is Not Paid?: The current owner is responsible for all unpaid utility charges. Municipal utility bills stay with the property, not the person. The water and sewer bill should be settled at the time of closing.

9. Why Has My Sewer Bill Gone Up?: Sewer charges are based on water usage. The more water you use, the more water and sewer you will be billed. The sewer rate is higher than the water rate and therefore appears much larger in comparison.

10. I'm New To Concord, How Much Will My Bill Be?: There really is no way to predict a usage pattern. While we are able to look at previous usage from the previous owners of the property, there are several factors that come into play including the type and age of any fixtures and appliances, the number of people in the household, etc. Therefore, it is impossible to indicate what your bill will be.

11. How Do I Get A New/Bigger Meter?: Contact the Utility Billing office at 603-225-8693 to be advised of the procedures to follow and what Water and Sewer Investment Fees (if any) are associated with the installation of the water meter at the property.

1. I Have A Water Leak - Will The City Fix It?: If the leak occurs from the back of the sidewalk to the house, it is the homeowner's responsibility. The City of Concord is responsible for the maintenance and repair of water lines in the Right of Way, which is usually from the street to the back of the sidewalk (up to the vicinity of the curb box). The homeowner is responsible for the maintenance and repairs of the water line from this point to the house.
The City of Concord is aware that you may have received information or solicitation regarding the responsibility of residents to maintain and repair water and sewer lines that service your property. We recommend you check the Better Business Bureau at www.bbb.org and to call your homeowner’s insurance if you are contacted from an outside service to see if the solicited services are already covered by your existing insurance.

2. Why Do I Have Discolored Water?

There are several possible reasons for discolored water. If only the hot water is discolored it is most likely the hot water tank. Flush the tank or call a plumber. If the cold water is discolored, it could be due to one of the following:

• Scheduled flushing (spring and summer)
• A fire in the area during which the fire department is using the hydrants
• A water main break
• Old plumbing
• New or recently repaired plumbing.

To clear up the water try turning on a faucet, cold water only, and let it run for 1 to 2 minutes. If this doesn’t clear up the water, please submit a request to have your water checked through the Citizen Request Tracker. If the problem is found to be in the house or on the owners side of the water line coming into the house they could be charged for overtime hours worked.
