Parking Encumbrance Permits

Any person wishing to reserve a metered parking space, or time limited parking space, may do so by securing a parking encumbrance permit at a cost of $15.00 / parking space / day.

Parking Garage Permit Spaces

Permit Parking

Permit parking is available in the State Street Parking Garage, School Street Parking Garage, and the Storrs Street Parking Garage.  Types of permits and rates are as follows.  ("B" Permits are limited, and may not be available for purchase if sold out.)  Permit Year is July 1 – June 30.

Resident Parking

Residents of dwellings located on the following streets are eligible for resident permits: Essex Street (Center to Washington), Essex Street (Blanchard to Rowell), Blanchard Street (Rumford to Essex), Perry Avenue (Centre to Washington), Rowell Street (Essex to White). See attached map for eligible properties.
